Most of the water is trapped as ice. Anyway, scientists are highly interested in this water, obviously - as it makes possible human settlement. Anyway, I suppose you could import water to another planet, but that would be way costly.
O.K., extracting the water would also be costly - but I'm guessing way less than importing it!
The chance of Mars settlement in my lifetime? I don't think serious settlement will occur until the next century, honestly.
